In this level, your opponent is attacking one of your pieces. You have to defend against the threat, and avoid losing material to a discovered attack.

Examples

Black just played Ra8, attacking your queen on a7.
The queen has two safe squares on b7 and d4.
Capturing the knight with 1.Qxd4? would lose to 1...Bh2+!, with a discovered attack on the queen.
1.Qb7 is the only good defence.

White just played Nc3, attacking the queen on a2.
The queen has two safe squares on b3 and a1.
Giving check with 1...Qa1+? would be bad. White could play 2.Kc2, escaping with the king with a discovered attack on the queen.
The queen doesn't have any escape squares after that and would be trapped!
Therefore 1...Qb3 is the only good defence.
